The White House Office of Science and Technology Policy (OSTP) has formulated a policy that changes the relationship between the American public and the scientific enterprise. The premise is this: All federal agencies with at least $100 million in yearly research disbursements must ensure that peer-reviewed research articles be made freely available after a 12-month embargo period.
